DMBE is the state agency dedicated to enhancing the participation of small, women- and minority-owned businesses in Virginia’s procurement opportunities. DMBE is responsible for the administration of two certification programs: the Small, Women- and Minority-owned Businesses under Virginia’s “SWaM” Procurement Initiative and the federal U.S. Department of Transportation’s Disadvantaged Business Enterprise (“DBE”) Program. DMBE also provides support to our certified businesses through business development and procurement advocacy programs, in cooperation with other agencies and departments.
On August 10, 2006, Governor Timothy Kaine signed Executive Order No. 33 (2006) focusing on enhancing business opportunities for small, women- and minority-owned (“SWaM”) businesses. Governor Kaine set forth a 40% goal of purchases from SWaMs for the Commonwealth and established a Small Business Set-Aside Program, as well as several other initiatives for state agencies and departments to enhance SWaM participation in procurement activities. (Link to Executive Order No. 33 (2006) is: http://www.governor.virginia.gov/Initiatives/ExecutiveOrders/pdf/EO_33.pdf). Becoming SWaM certified includes you in the SWaM Vendor Directory, which is the listing used by state procurement officials to locate SWaM certified vendors.
Mission and Key Goals
The mission of the Department of Minority Business Enterprise is to promote access to the Commonwealth of Virginia’s contracting opportunities and ensure fairness in the procurement process.
DMBE has two key goals: (1) increase the number of certified businesses in the Commonwealth, and (2) increase the total dollars allocated to SWaM vendors as a percentage of all discretionary spend or contract dollars. For a more detailed look at DMBE’s performance measures, visit the Commonwealth’s VA Performs website at www.vaperforms.virginia.gov/ and go to DMBE’s performance measures.
